Employment insurance application simplified



Photocopies of driver’s license or passbook is no longer required in some employment insurance applications from Aug 1, 2021.

In filing applications of social insurance or employment insurance, attaching photocopies of various certificates is required. But with recent changes, photocopies of driver’s license or bank passbook has become unnecessary in some procedures.

1. Driver’s license (age certificate)

In applying for Elderly’s Continuous Employment Benefit, attaching photocopies of driver’s license or residence certificate was required to prove that the beneficiary’s age is 60 or over and under 65. Starting August 1, 2021, these copies are no longer required as long as the beneficiary’s My Number (individual number) has been reported, allowing the Hello Work to confirm the beneficiary’s age.

Photocopies of age verification can be dispensed with when submitting “Eligibility Confirmation of Elderly’s Continued Employment Benefit (高年齢雇用継続給付受給資格確認票)” and “Application for Elderly’s Continued Employment Benefit (高年齢雇用継続支給申請書) (first time)”. Reporting of the My Number is mandatory in accordance with the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures and the Employment Insurance Act.

2. Bank passbook

In applying for the Childcare Leave Benefit, Family Care Leave Benefit or Elderly’s Continued Employment Benefit (first time), a photocopy of passbook or cash card was required as a confirmation of the bank account to deposit the benefit.

From August 1, 2021, the attachment has become unnecessary if the application is submitted electronically. Attachment is still required if the application is submitted in paper document.

This measure applies to “Eligibility Confirmation of Childcare Leave Benefit (育児休業給付金受給資格確認票),” “Application for Childcare Leave Benefit (育児休業給付金支給申請書) (first time),” “Application for Family Care Leave Benefit,” as well as “Eligibility Confirmation of Continued Employment Benefit for the Elderly (高年齢雇用継続給付受給資格確認票)” and “Application for Continued Employment Benefit for the Elderly (高年齢雇用継続支給申請書) (first time)”.

While the reduction in required documents helps simplify procedures for employees or other personnel in charge of labor management, it has become even more important to confirm the accuracy of information in the applications. Please also note that some documents still need to be attached. Before submitting applications, list up the documents that must be provided by the employees concerned and check them thoroughly.
