As of the end of November 2022, 53.9% of the residents in Japan have had their My Number card issued. Although the government could not achieve the goal of issuing the card for all the population by the end of 2022, an increasing number of people are filing the application, partly thanks to the cash back campaign in the form of “Myna points” to those who applied for the first time.
This article covers the procedure of unemployment recognition by the My Number card, which became available from October 2022.
[1] Unemployment recognition by using the My Number card
A worker who left a company needs to receive the qualification of unemployment benefit recipient by submitting two ID photographs along with other necessary documents to the public employment security office (Hello Work).
After October 1, 2022, applicants may show their My Number cards, instead of submitting photos. They don’t have to carry the recipient qualification form when they receive unemployment recognition each time. Applicants may also use the conventional procedure, if it is preferred.
Following is the flow of the unemployment recognition procedure using the My Number card.
1. Show the My Number card and submit the separation notice (“rishokuhyo”) and other necessary documents. (ID photos is not necessary.)
2. Attend the explanation meeting of unemployment insurance benefit and receive a recipient qualification notice.
3. Visit the Hello Work on the unemployment recognition days, show your My Number card for ID check and receive unemployment recognition. The recipient qualification form with the result printed on it will be returned.
[2] Caution about using the My Number card in unemployment recognition
As a basic rule, once workers chose unemployment recognition by the My Number card, they cannot change to the conventional method of using the recipient qualification form. Please also note that a worker is required enter their password to process unemployment recognition. If a wrong password is entered for three times, their account will be locked. To reset the password of the My Number card, they have to visit a municipality office of their residency.
Workers should consider this in deciding whether they use the My Number card in unemployment recognition.
